They tried, with very low effort to throw some new content at players, with Ubers (which is an example of one of the worst designs in video games I've ever seen). Once 1.10 was released a huge drop-off occured. The games active player base has been dropping consistently since 1.10. The existence of Enigma is blizzard saying "We fucked character design, so here's a big old fucking bandaid because we're are lazy that turns 8 different classes into 1 class".
Without Enigma, every class shines in its own special way rather then being so cookie cutter. Everybody can buff themselves with BO, and it ultimately makes the game boring, and team play worthless. The only difference becomes how you do damage (blizzard, bone spear, cyclone, etc.). The combination of these runewords, makes every class fundamentally the same.
Battle orders, for barbarians, and to some extent Infinity for Paladins. Teleport is the ability that defines the sorceress class.
